HIV/AIDS Awareness document Mainstreaming is a learning process that requires changing attitude, developing skills and understanding the effects of HIV/AIDS in communities in order to adopt development and humanitarian programming to respond effectively. Mainstream and partnership are the key approaches to facilitate multi-sectoral response engaging a wide range of stake holder private sectors, civil society organizations, networks of people living with HIV/AIDS and Government Mainstreaming is having a crucial role in prevention, care support, treatment and service and delivery. Technical and financial resource of the development, partners are leveraged to achieve the objective of the program.



As HIV/AIDS is not merely a public health issue: its occurrence is influenced by a number of socio-economic elements. Health interventions alone, therefore, cannot lead to its prevention. Its prevention requires a concerted collaborative effort from all organizations in public life through their work and program. This integrated, inclusive and multi - sectoral approach transfers the ownership of HIV/AIDS issues – including its direct and indirect causes, impact and response to various stakeholders, including the government, the corporate sector and civil society organizations. The focus of all organizations in mainstreaming is to adapt their core business to respond to the challenges of HIV/AIDS.

Mainstreaming addresses both the direct and indirect aspects of HIV and AIDS within the context of the normal functions of an organization or community. It is essentially a process whereby a sector analyses how HIV and AIDS can impact it now and in the future, and considers how sectoral policies, decisions and actions might influence the longer-term development of the epidemic and the sector. Within the work of the corporate and business sector, HIV/AIDS can pose a serious threat to corporate performance through lowered productivity or disruption of operations and increased cost of employee healthcare.


To involve and implement a multipronged sustainable strategy to enable the districts to achieve the NACP goals of “Zero new infection, Zero Death with HIV/AIDS, & Zero Stigma & Discrimination” the HIV/AIDS epidemic and Zero new infection through effective management of Core NACP interventions and expanding the outreach services through mainstreaming with activities of USACS and cognate Departments.


Formulation and implementation of a comprehensive inter-sectoral Action Plan to reduce the incidence of new HIV cases to zero through effective strategies for prevention and provision for identification, treatment, care and de-stigmatized community support for PLHAs to improve their quality of life. For the year 2017-18, the USACS had identified and prioritize the key Government departments for mainstreaming HIV/AIDS into their regular program.
